SACRAMENTO, California (AP)—On the weekend of Memorial Day, California’s mood was festive. The state avoided dire predictions of a coronavirus surge, hospitalizations began to decline, and restaurants and most other businesses reopened.

When the 4th of July arrives, the atmosphere has soured. Infection and hospitalization levels are increasing rapidly. Many bars also instructed restaurants to close along with indoor dining.

Many beaches are off-limits or have restrictions that limit crowds. Fireworks series canceled, and Gov. Gavin Newsom urges people to stop the seasonal custom of backyard barbecues and other meetings of family and acquaintances.

“We ‘re in a difficult state,” said Anne Rimoin, professor of epidemiology at the University of California-Los Angeles Fielding School of Public Health.

She noted that there would be a quick unlocking before Memorial Day on the weekend of Father’s Day. Most citizens have worked together as they do in the past.

“These are the parts that have given lots of range for this plague to develop and I think it would confirm how suddenly all the process we have made can be changed,” says Rimoin.

Dr. Mark Ghaly, Director of the California Health and Human Services Department, said he has no reservations about how California went on.

But he said there was “poor execution” of the state unlocking plan by some businesses and individuals who were more focused on when they could unlock instead of how to do it safely.

“We attempted to equip people with the means to reduce leakage, and in some regards, I don’t deem it executed,” he said.

Newsom, Ghaly, and native health authorities are now seeking to persuade the general population to recognize the seriousness of the problem and thus the moral obligation required to reverse the pattern.

California’s one-size-fits-all solution started to meet opposition in a vast state of approximately 40 million people.

In early May, after the traditional unlocking process had started, Newsom began granting further authority to counties. “The bottom line is: people should travel at their speed and inspire our local health officials,” Newsom said on May 18. 

“Let’s now say we operate gently and slowly in the field,” he said in a transcript. 

Further continuity has long sought by the California Retailers Association. But the move towards local regulation, the president of the association says, has created a patchwork of laws.

“We further deemed that only one graded rule would be prototypical … so we all comply,” she said. Supermarket shops, big-box stores, and many more are allowable. 

Cases started climbing in the middle of June. That was right around the time bars, gyms, and other high-risk businesses in most counties cleared to open. Californians may have taken a false sense of security because the state hasn’t seen the nightmare NY City faces, he said.

“The infection can not be less concerned with what the country’s administration is alike. The disease is concerned whether it can affect your nose or mouth,” said. 

Going into the weekend, Newsom said the country was forming strike teams for companies to execute the mask order. As cases surge, that’s one of the state’s most important things to do, Rimoin said.

“The request of the mask will be in place sooner, but you could have to execute the order of the mask,” she said.
