Texans traveling to NY, Connecticut or New Jersey will need to quarantine for 14 days under travel restrictions announced by governors in those states Wednesday.

The governors put the restrictions in situ to stop a replacement wave of coronavirus-infected visitors coming back from states where there has been a pointy uptick in cases following the reopening of companies, bars, restaurants, and entertainment venues.

Texas is one of nine states with infection rates high enough to suit the specified quarantine category, but other states might be added if rates increase.

”We now need to confirm the rates still drop,” NY Gov. Andrew Cuomo said Wednesday. “We even have to form sure the virus doesn’t come on a plane again.”

As of Wednesday, states exceeding the infection rate threshold were Alabama, Arizona, Arkansas, Florida, North Carolina, South Carolina, Texas, Utah, and Washington. Sarah Dunn has a flight booked to NY on Saturday to return to her 450-square-foot apartment.

“It’s so frustrating,” said Dunn, a 32-year-old who works in digital marketing and has been serving remotely. “We spent weeks in our apartment in March. We aren’t excited about going back thereto .”

When the couple returns to NY, Dunn said, they will consider packing up and leaving permanently because the town loses much of its appeal under such tight restrictions.

“It is quite scary just to be call at the planet,” she said.

The governors’ crackdown comes at the height of summer travel season, during which in normal years places like NY would be flooded with tourists visiting stores, restaurants, and landmarks. An estimated 67 million tourists visited NY City last year.

Fort Worth-based American Airlines flies eight daily flights into the region from DFW International Airport.

Five flights daily go from DFW to New York’s Laguardia International Airport, and there are two daily flights from DFW to Newark International Airport and one to Bradley International Airport in Hartford, Conn.

On peak days Southwest Airlines flies five flights into the region from Dallas Love Field to LaGuardia. From LaGuardia, Dallas-based Southwest serves 12 destinations with direct flights.

American Airlines isn’t changing flight schedules yet, said spokesman Ross Feinstein.

“If you attend a hotel and a desk clerk asks why you’re not on quarantine,” Cuomo says. “Any of these mechanisms you’ll detect as violating your quarantine,” he says.

Travel between Texas and people states have already greatly reduced since the COVID-19 pandemic began and has continued to stay low due to the high rate of coronavirus cases NY City had early within the pandemic.

Most companies had already put heavy restrictions on corporate travel, and most airline passengers now are traveling for leisure purposes. But even tourism has been cut significantly because destinations like NY City’s Broadway district pack up.

Craig Davis, CEO of tourism advocacy group VisitDallas, said the travel restrictions have little impact on Dallas because the tourism industry has been barely functioning since the COVID-19 pandemic began.

“The tourism business has been so devastated by COVID-19,” Davis said.

But he acknowledged that the travel restrictions not only affect Texas but will slow any tourism out of the latest York, New Jersey, or Connecticut.

Travelers from those states are going to be ready to visit Texas freely but will face quarantines once they return to the Northeast.

Texas has an estimated 50,774 COVID-19 cases, consistent with the state’s Department of Health and Human Services.

Texas is now on the opposite side of travel restrictions after the Lone Star State instituted quarantines for travelers from NY, New Jersey, and Connecticut in March, along with those from the New Orleans area. Texas lifted that restriction on May 21.

At times, Texas also had quarantine restrictions for travelers from California, Washington, Atlanta, Chicago, Detroit, and Miami.

When Texas had travel restrictions, the state posted Texas Rangers at airports to question travelers from designated quarantine areas, consistent with the Texas Department of Public Safety.

New York’s Cuomo said the three East Coast states are going to be liable for the enforcement of the quarantine rules. He said people that are caught violating the quarantine might be fined up to $10,000 and placed under a judicial order to quarantine.
